Abstract

Digital illiteracy constitutes a critical challenge in the rural areas of Ecuador, where gaps in access to information and communication technologies perpetuate economic, social, and educational inequalities. This phenomenon, defined as the lack of knowledge and skills required to interact with technological tools, limits the digital inclusion of the most vulnerable communities. The main objective of this study is to analyze the impact of university outreach programs on reducing the rate of digital illiteracy in these areas. The research adopts a descriptive-analytical design with a predominantly qualitative mixed-methods approach, based on a documentary review of official and academic sources. Secondary data were collected from institutions such as the National Institute of Statistics and Census (INEC), along with reports on university outreach projects implemented in rural areas, with a focus on the province of Manabí. The analytical-synthetic method was used to identify patterns and synthesize findings. Results indicate that higher education institutions have played a significant role in digital literacy through workshops, training, and access to technological resources. Furthermore, the role of community leaders and the differentiated impacts by gender and population groups are highlighted. It is concluded that university outreach strengthens digital and social inclusion, although challenges related to infrastructure and sustainability of the programs remain.
